SUMMARY
After changing mouse theme it doesn't work if the mouse over some elements for
example logout screen, desktop and somewhere in the panel.
Doesn't matter how many times you change theme, on the mentioned elements the
cursor remains the same, as it was when plasma was started.
plasmashell --replace, resolves it.
STEPS TO REPRODUCE
1. Change Cursor theme under Settings -> Cursor
2. examine the cursor over desktop, logout screen
OBSERVED RESULT
cursor switches back to the theme which was set at start
