OK... This is very strange :( Both of my openSUSE Tumblweed installs exhibit this bug, they are currently running "Snapshot" 20200618. I've just downloaded that snapshot as a Live Image... http://download.opensuse.org/tumbleweed/iso/openSUSE-Tumbleweed-KDE-Live-x86_64-Snapshot20200618-Media.iso http://download.opensuse.org/tumbleweed/iso/openSUSE-Tumbleweed-KDE-Live-x86_64-Snapshot20200618-Media.iso.sha256 used "dd" to write to a USB stick, and booted (same hardware as the installed version). I don't see the problem, both Shutdown and Reboot work as expected.
