SUMMARY
...and other apps don't do this (they respect the settings in touchpad KCM)
And scrolling speed is visibly slower.
STEPS TO REPRODUCE
1. Make sure "Natural scrolling" is disabled
2. Open System settings or App dashboard
3. Scroll downwards
OBSERVED RESULT
Scrolling doesn't do anything because you are on top.
EXPECTED RESULT
The list will move downward like is is supposed to.
