OBSERVED RESULT
Clipboard is not working when clipboard tray icon disabled
EXPECTED RESULT
Clipboard service must be always running independently on hidden/visible tray
icon.
I never use clipboard icon for many years. I assume most of peaple also never
use it. But clipboard service is useful and must be running.
