I guess it's clear enough from all rejections of people wishing to do this that
it won't ever be supported, but just to add my 2c:

I've used RAlt+RCtrl as a shortcut for "Mute" on my keyboard for years - it
works fine on Cinnamon, Windows (via AHK), etc.  In all the years, I've never
had any issue or conflict.  I was a bit baffled when I couldn't get it to work
on Plasma, having moved over from Cinnamon specifically because it's supposedly
the most flexible & customizable. 

Even if this is not an "ideal" shortcut, Plasma really shines in its
customizability and the fact that it doesn't purport to be one-size-fits-all. 
I really don't understand the perspective of saying "...but THIS particular
customization, which clearly some people desire, we refuse to allow." What's
the harm in letting people customize it how they see fit?
