Hi Ezike,
The dialog not showing on wayland is a known bug:
https://bugs.kde.org/show_bug.cgi?id=421405. I have some questions on the other
issues you mention.
Does the dialog through the alt+f3 menu show on X11?
On system settings (both x11 && wayland) the rules editor should show and allow
you to add new properties to the rule via `Add Properties` and `Detect Window
Properties` buttons. Is this also not working for you?
