SUMMARY
Blur on transparent backgrounds doesn't work.
STEPS TO REPRODUCE
1. Select a background with blur. (Sweet, for example; or manually edit one.)
2. Apply.

OBSERVED RESULT
No blur.
EXPECTED RESULT
Blur.
