Users don't expect such bars pointing towards content. This is inconsistent
with every UI I know of. I might be wrong, so I am seriously interested in
examples where the opposite is the case. Also see

And no, this is not about creating a Windows clone. It is about offering a UI
that looks how the user expects it to look.
