SUMMARY
After upgrade to 5.19.5 (fairly sure it worked fine on 5.19.4), using the
"notify-send" command line command no longer produces a notification in the
plasma workspace. This has affected a number of scripts I use triggered by
keyboard shortcut, which no longer display any output (since I was using the
notifications to show them).
STEPS TO REPRODUCE
1. Run `notify-send "test" -t 7000`
OBSERVED RESULT
Nothing pops up in notification area, and no notifications shown in history
EXPECTED RESULT
A notification would be displayed
