I'm a bit confused, because your video shows an auto-hiding panel. "Auto-hide"
and "Windows can cover" are mutually exclusive.
The video appears to depict a lack of animation which would be Bug 426686,
which was fixed with Plasma 5.20 (and I can confirm the fix).
Can you confirm what the issue is and what Plasma version you're using?
