notification icon and discover window
SUMMARY
Discover notification icon always showing that updates are available, but
discover does not show any new packages to update.
STEPS TO REPRODUCE
1. Wait for new packages.
2. Update packages.
3. Check notification icon
OBSERVED RESULT
Icon still present, even though packages were updated and Discover does not
show any packages for update.
EXPECTED RESULT
Icon should only become visible if any packages are to be updated.
