Works for me with /etc/localtime pointing to a specific timezone:

ls -la /etc/localtime
lrwxrwxrwx 1 root root 34 Jun  4 20:06 /etc/localtime ->
/usr/share/zoneinfo/America/Denver

Looks like for Philip, it's a file, not a symlink to something else.

I guess the remaining question is whether this is a local misconfiguration, or
if we should be getting this data from another source.
