This error message comes from the PackageKit library that Discover uses, which
in turn comes from the distro's own policies and how they implement their
PackageKit plugin. Looks like Ubuntu (the base for Neon) doesn't want you to
install unsigned packages, sorry. I imagine if you ask them why, they would say
it's for security reasons: you're downloading random stuff from the internet
that they haven't vetted and verified.

You can always install the package anyway using the command-line apt utility
(`apt install path/to/file`) or get Minecraft from either the official repo or
Flatpak or Snap.
