SUMMARY
QtCreator's clang backend isn't shipped with its package in KDE neon packages.
The clangbackend executable is missing.
STEPS TO REPRODUCE
1. install qtcreator from kde neon packages
2. run qtcreator
3. clang parser not working
OBSERVED RESULT
Should see similar errors:

"/usr/libexec/qtcreator/clangbackend" does not exist.
EXPECTED RESULT
Clang parsing/backend working.
