SUMMARY
Chosen cursor theme not used.
STEPS TO REPRODUCE
1. Systemsettings -> Cursors KCM -> Select a cursor theme -> Apply
2. Log out
3. Log In
OBSERVED RESULT
A strange cursor theme (black/old/thin/small) is still used.
EXPECTED RESULT
The selected cursor theme is used.

This started after update to plasma 5.20.4, it used to work on 5.20.3
