SUMMARY

I am customizing the panels and widgets in it. I have placed a panel in the top
and another one in the left with taskbar widget. When placed left panel hides
some portion of the top-panel. it also hides the items in it.

STEPS TO REPRODUCE
1. remove existing default panels. 
2. create one empty panel and move it to top
3. create another one and move it to the left/right. 

OBSERVED RESULT
the side panel hides portion of top/botton panel (overlapping region)


EXPECTED RESULT
panel should not be hide widgets/contents from other panel if they are empty
