I have my rulers turned on, but the ruler on the side is not appearing and I am
unable to make vertical guides.
STEPS TO REPRODUCE
1. Turned rulers off and back on again multiple times.
2. Keybinding main and alternate rulers.

OBSERVED RESULT
I can not make the side ruler appear.
