SUMMARY
Same as bug 419006, but move to 5.15.
I created an untested merge request making the change,

The Flathub flatpak of Skrooge is on 5.15, and it has also updated some
dependencies and it seems ended the patch for gengetopt.
https://github.com/flathub/org.kde.skrooge/commits/master . My patch doesn't
include these changes.

ADDITIONAL INFORMATION
It would be nice if the kdeapps and flathub flatpak JSON recipes were identical
apart from the branch/revisions. Maybe run both through `jq '.'` for standard
whitespace.
