I had the same issue, and I guess the confusion here is that I, expected the
activities list to be radio buttons like the virtual desktops list, but instead
it's checkboxes and a select all. Compounded by the fact that when the check
all box is checked, the other boxes are unchecked, so when you have two
activities there is always exactly one box checked, like with radio buttons.

I feel like it would be more intuitive if all the boxes were checked when the
"show on all activities" box was checked, so when you click an unchecked box,
it ends up checked (but the old one is also still checked). And keep the menu
open, since the interface requires multiple clicks, unlike the virtual desktop
list. Some windows don't even have a title bar to click.
