SUMMARY
Okular from the windows store isn't immediately launchable from the
terminal/powershell. I believe Kate manages this by creating a link in
%LOCALAPPDATA%\Microsoft\WindowsApps\
though I can't figure out where in the build system this happens to verify
that.
OBSERVED RESULT
Typing "okular" in the windows terminal throws an error.
EXPECTED RESULT
Running okular from the terminal or a program like LyX would launch Okular.
