SUMMARY
It is not possible to use "umlaute" like 'ö', 'ä', 'ü' as part of shortcuts. 
One can assign them to actions in the shortcut menu but they are not recognized
when pressing them.

STEPS TO REPRODUCE
1. Go to Shortcuts->Global Shortcuts and select any action
2. Try to enter a shortcut using ö,ä or ü
3. Try to use that shortcut --> it doesn't work

OBSERVED RESULT
No action is taken upon pressing configured shortcut

EXPECTED RESULT
Action is taken normally upon pressing configured shortcut
