I'm certainly no GPU expert, but I'm wondering if that's really the case. Isn't
a desktop environment just a bunch of "2D textures" that get moved around?
Considering what kind of complex 3D games you can play even on lower spec GPUs
today, it should be able to handle rendering the desktop at 60 fps.

Maybe you should benchmark Windows 10 on the same laptop to get an idea of
what's possible?
