SUMMARY
The Minimize All applet fails to restore windows when clicking it a second time
when the option "System Settings - Display and Monitor - Compositor - Keep
window thumbnails - Always" is selected. This appears to be related to this
bug:

STEPS TO REPRODUCE
1. Add Minimize All applet to panel
2. Click it once
3. Observe that all windows get minimized
4. Click it a second time
5. Observe that all windows stay minimized
