I've not re-installed in a very long time (2015 or so) and it seems this is actually not an issue as I am on a Wayland session currently and unable to now reproduce. I don't really know which config file it may be, but in comparing the two folders (new fresh clean and backup) I see a lot of references to a DP-3 and DP-4 displays that don't currently exist.
