SUMMARY
The cursor shape in web browsers behaves eratically when running on
Plasma-Wayland (not the "full wayland" session).
STEPS TO REPRODUCE
1. start Plasma (Wayland) session
2. Open a web browser and navigate to a page with both text and blank space,
for example https://kde.org/
3. Move mouse over text and on blank space
OBSERVED RESULT
Cursor doesn't change shape reliably
EXPECTED RESULT
Cursor should change shape according to content

Also happens in mails in KMail, because it uses an embedded browser engine
probably.
Can't reproduce issue when OBS Studio is running for some reason, so I can't
make a video about it.
