I can confirm by following your steps I can reproduce the bug.
Reproduced steps:
Dragging pinned icon on the desktop and selecting "Add Icon"
Clicking the newly added icon. (Tested with System settings and Discover)
Results shown:
A second Icon is displayed and loaded at the IOTM Taskbar instead of the pre
pinned one, which was dragged to the desktop.
My System/OS Version:
Operating System: Fedora 33
KDE Plasma Version: 5.20.5
KDE Frameworks Version: 5.79.0
Qt Version: 5.15.2
