SUMMARY
Translucency is disabled but task manager makes programs translucent.
STEPS TO REPRODUCE
1. Turn off translucency (novelty, but too problematic/distracting.)
2. Return/replace with a normal icon-and-text task manager.
3. Start other programs and hover over them.
OBSERVED RESULT
When you hover over a program's entry it makes all the rest translucent, and is
extremely distracting and disorienting.
EXPECTED RESULT
Never do ANY translucency if it's disabled!
