SUMMARY
Using both a dark color theme and a dark text color theme, the tooltips
appearing when hovering underlined text still use the default light color
theme.
STEPS TO REPRODUCE
1. Use breeze dark as color theme
2. Use breeze dark as text color theme
3. Have some code that gets underlined by code inspection
4. Hover that code
OBSERVED RESULT
See a white tooltip
EXPECTED RESULT
Tooltip has dark background
