SUMMARY
when Dim Inactive window is active Intellij idea starts flickering
STEPS TO REPRODUCE
1. Install Intellij IDE
2. press ctrl+shift+f to open search
3. close the search window
OBSERVED RESULT
it will start flickering
EXPECTED RESULT
it should not flicker

there is also flickering from compositor, but it only happens when recording so
