Everything from current git master on top of openSUSE Tumbleweed. This
regression appeared sometime in the last 36 hours.
STEPS TO REPRODUCE
1. Play a full-screen video in YouTube or VLC
2. Adjust the volume using a global shortcut/keyboard key
OBSERVED RESULT
The panel appears over the video while the volume OSD is displayed
EXPECTED RESULT
Only the volume OSD is displayed
Only tested on X11; have not tested Wayland yet.
