STEPS TO REPRODUCE
Currently, if you do a fresh install of an OS with Plasma, the option
"Notification sounds" (System Settings > Audio) won't appear unless a system
event with sound happens first.
OBSERVED RESULT
EXPECTED RESULT
Allow to turn off system sounds without waiting for a system event with sound
happens.
