In Plasma 5.21 and earlier, the System Tray did not respect panel margins at all, which allowed the two-row/column view to activate at a smaller panel thickness than it does in Plasma 5.22. This was a bug which has been fixed in Plasma 5.22, which is why a thicker panel is now required. I understand that you were previously taking advantage of this bug without realize it. :) However I'm sorry to say that we can't go back to the way it was before. Not following panel margins was a clear bug and we can't undo the fix just to allow people who were previously taking advantage of it to have the layout they want.
