OK, here's the feedback regarding FW-5.82.0: it didn't help. 

Rather seemed to make things worse because logout didn't work anymore, even
when done shortly after a login and only a few apps were running. Logout was OK
when no apps were running.

I then thought that I had nailed it by stopping and de-activating
background-service  "GNOME/GTK Settings Synchronization Service"  because
logout then worked even with many apps running and was much faster than before.

But when leaving the desktop alone for a few minutes and then logging out, the
problem resurfaced. 

What I noticed was that after switching to a VT and  "ps -e | grep plasm" 
there was "plasma-shutdown" in the list. But when issuing the command again
after a short while "plasma-shutdown" was gone. Don't know if this is of any
significance.

Anyway, this weird thing remains a mystery to me.
