STEPS TO REPRODUCE
1. use Wayland session
2. open a window with server side decoration and maximize it
3. move the cursor away from the upper left corner
4. tap the icon in the upper left corner with a touchscreen
OBSERVED RESULT
A tooltip appears at cursor position. If a menu opened instead,
dismiss it and tap the icon again until a tooltip appears at cursor position.
EXPECTED RESULT
menu opens and no tooltip appears at cursor position
