If the digiKam tags tree is not present in all images, the tag tree cannot be created completely correctly after a new scan. Without the digiKam tags tree in the images it depends on luck, which images the scanner reads first. In order to be able to restore the tags tree, the complete tags path must always be present in all images. It can't work any other way.
