SUMMARY
STEPS TO REPRODUCE
1. Use the selection or transform tool
2. select a thing
3. Move selection up or down
OBSERVED RESULT The selection is placed either above or under the place but not
on the place (usually happens around the middle if the canvas)
EXPECTED RESULT The selection is successfully moved and placed where I want.

ADDITIONAL INFORMATION It happens when I try to move the selection across the
middle of the canvas and its not my hardware's fault.
