SUMMARY
Every part of Plasma that supports the new "Adaptive Translucency" thing like
the big tooltips, panels, and widgets in panels, has a weird space where
translucency is disabled, and it looks really weird.

In the attachments, if you look close enough, you can see a subtle area where
it's not translucent.

STEPS TO REPRODUCE
1. Go to your panel settings and turn on Adaptive Translucency
2. Get a notification, hover over something in the panel, open a widget in the
panel, edit the panel, or open the "Add Widget" or "Activities" thing at the
left. There might be more things that have this issue, but these are the things
I've noticed.

OBSERVED RESULT
There's a weird area (is there a better way to say this?) where it's not
translucent.

EXPECTED RESULT
The whole thing should be translucent, excluding the title bars, etc.
