example of new panel layout

SUMMARY
When an external monitor is attached the 'screen configuration' widget appears
and lets the user choose among some predefined layouts: external monitor,
internal, duplicate, extend to left, extend to right. Often the external
monitor is located above or (less often) below the primary one. Thus 'extend
above' and 'extend below' options could be very helpful. See attached example
image.

STEPS TO REPRODUCE
1. connect external monitor
2. press 'screen configuration' widget

OBSERVED RESULT
no option to extend above or below

EXPECTED RESULT
direct option to extend above or below

SOFTWARE/OS VERSIONS
Linux: Ubuntu devel
KDE Plasma Version: 5.22.2
KDE Frameworks Version: 5.83.0
Qt Version: 5.15.2
