in openSUSE, we're currently dropping the last packages still having a
dependency on QtWebKit.
In kdevelop 5.6.2 and master, this dependency can't be skipped on platforms
where QtWebEngine is not available (PPC, zSystems).
The KDev::Documentation target also can't be skipped on these platforms since
it's required by other ones (KDevPlatformShell, kdevqthelp, kdevmanpage,
kdevcmakedocumentation)
