Cursor as it looks outside a title bar
SUMMARY
The cursor has a jagged look whenever it is hovering over something outside a
title bar.
STEPS TO REPRODUCE
1. Set display scale over 100% (Mine is set to 150%)
2. Hover over a titlebar
3. Hover over a location outside a titlebar
OBSERVED RESULT
Whenever the cursor moves outside a title bar it looks noticeably worse.
EXPECTED RESULT
The cursor looks good whether it is over a title bar or not
