It also affects other metadata (photo information, date, etc.). I have not yet been able to reproduce the problem on two different Windows computers, the problem is also unknown under Linux. I suspect an external influence, such as an open Explorer window or an anti-virus program. If you can reproduce it, please download DebugView from Microsoft and set the Debug environment variable as described here for Windows: https://www.digikam.org/contribute/ Try to get a log of the first scan of the HEIC files.
