Systemsettings doesn't save balance at surround mode
STEPS TO REPRODUCE
1. Open System Settings -> Audio
2. Change the audio channels balance as you want
OBSERVED RESULT
Systemsettings doesn't change the balance at all. Its like sliders without any
functionality
EXPECTED RESULT
The audio balance changes and saves. Like with KMix or pavucontrol
