SUMMARY
Volume/brightness can not be changed when the right-click context menu on the
desktop is open
STEPS TO REPRODUCE
1. Right click on the desktop/panel
2. Try to change volume/brightness using the keyboard function keys
OBSERVED RESULT
Nothing happens, volume/brightness remains the same.
EXPECTED RESULT
Volume or brightness should increase or decrease when they are supposed to.

Operating System: KDE neon 5.22
KDE Plasma Version: 5.22.5
KDE Frameworks Version: 5.85.0
Qt Version: 5.15.3
Kernel Version: 5.11.0-34-generic (64-bit)

ADDITIONAL INFORMATION
Even the microphone mute key doesn't work when the context menu is open. Also,
the screen lock (Meta+L or the Fn key) isn't responsive either.
This is not a problem as such, just that all these controls can be really
inconsistent about when they work.
