If you set the language of an application (via Help -> Switch Application
Language, usually) not all controls follow the language. 

Some of them (shared ones, such as context menus of text boxes) still follow
the system language, which makes the application language inconsistent.

The sample I choose to reproduce this with is  "konversation", but according to
developers it also affects other applications, such as systemsettings

Reproducible: Always

Steps to Reproduce:
1. Open Konversation
2. Switch the language of the application to something that isn't the system
language (in my case: Swiss German is the system language, Konversation is set
to English)
3. Restart konversation
4. Right click into the text input field to make the context menu pop up

Actual Results:  
Half of the entries are system language / German (shared ones), half of the
entries are English (the ones added by the application)

Expected Results:  
All entries are in the language chosen for that specific application
