SUMMARY
Window rules export and import results in a different rule order.
Furthermore, if rules are deleted before import is done, Kwin goes mad and
crashes.
STEPS TO REPRODUCE
1. export ruleset
2. delete rules
3. import ruleset
OBSERVED RESULT
Windows and panels strange behaviour
EXPECTED RESULT
Exported ruleset imported in exactly the same order without confusing Kwin.
