SUMMARY
I can reproduce on Plasma 5.23 beta with a mouse and neon unstable with a
touchpad.
STEPS TO REPRODUCE
1. boot your system
2. when boot reaches SDDM, wait a few seconds (30?) until blur and controls
disappear
3. move cursor: blur and controls do not reappear
4. press a keyboard key: blur and controls reappear as expected
EXPECTED RESULT
blur and controls should reappear when cursor is moved
