SUMMARY
I still prefer/use P4/Oxygen style but had been using Breeze splash screen to
remember I'm not use KDE3 or P4. This seems no longer possible. I keep
selecting Breeze splash screen but it keeps showing Oxygen splash screen when I
start, instead.  This happens on both Slackware GNU/Linux and KDE Neon
GNU/Linux.

STEPS TO REPRODUCE
1. Choose global theme (is Oxygen in my case).
2. Choose different splash screen (tried Breeze).
3. Restart, watch splash screen match global theme instead of what's chosen.

OBSERVED RESULT
You can't always choose a different splash screen than your global theme.  Well
you can choose it but it won't work (will match global theme).

EXPECTED RESULT
You should be able to choose a different splash screen than your global theme.
