The details are the following: org.kde.plasma.kicker is not setting
WindowStaysOnTop for its submenus.
A quick fix is the following:
At file: ItemListDialog.qml file we can add line
flags: Qt.WindowStaysOnTopHint
just like the main CompactApplet is already doing.
