STEPS TO REPRODUCE
1. use Wayland session
2. open Language KCM
3. click on 'Add Languages...' button
4. hover over the languages list and scroll up
OBSERVED RESULT
Popup to add language opens with languages list scrolled down after the step 3
and moves vertically after the step 4.

EXPECTED RESULT
languages list should not be scrolled down when the popup opens and the popup
should not move
vertically when we scroll the languages list.
