SUMMARY
Not sure whether this is a KWin problem or not
Whenever the compositor restarts, changes configuration or is turned off the
desktop framerate drops to 1
I confirmed this with the Show FPS window effect, the FPS goes back to normal
when I log out of the system
This did not happen with Kubuntu LTS

STEPS TO REPRODUCE
1. Go into Settings > Display > Compositor
2. Change anything
3. Apply

Should just change the settings
